I would imagine if someone had a decal of the name of a country on their car, they were either from that country and proud of it, or enjoyed (or fantasized about) visiting it. Either way, I would assume they regard it in a positive way.
If the decal is augmented by a figure of Calvin (as in & Hobbs) urinating on it, we can assume they are expressing a disdain for said country.
But what does the choice of typestyle say about it?

I personally have no opinion about Guatemala, but I do when it comes to this typographic treatment.
If I had to name the font used here, I think I would be Flaming Feline Feces.
So does the driver love or hate Guatemala?
